Foundations of Reading
The Foundations of Reading (190) test for Arizona assesses proficiency in and depth of understanding of the subject of reading and writing development. The test reflects scientifically based reading research.
Who Needs to Take the Test?
Pursuant to Arizona Revised Statutes § 15-501.01 and Arizona Administrative Code R7-2-615, teachers who provide English language arts instruction to students in kindergarten through grade five are required to obtain a Literacy K–5 endorsement by August 1, 2028. The endorsement requires completion of coursework or training and passing an exam designed to ensure the educator has the knowledge and skills to: 1. Effectively teach foundational reading skills, phonological awareness, phonics, fluency, vocabulary, and comprehension; 2. Implement reading instruction using high-quality instructional materials; and 3. Provide effective instruction and interventions for students with reading deficiencies, including students with characteristics of dyslexia. The Arizona State Board of Education adopted the Foundations of Reading assessment to meet the exam requirement for the Literacy K–5 endorsement.
Fee Waiver
Candidates who are Arizona residents and currently enrolled in an educator preparation program and incumbent teachers residing in Arizona who are seeking a Literacy K–5 endorsement will be eligible to receive a one-time fee waiver to take the Foundations of Reading assessment for free. You must have a valid Arizona mailing address (AZ P.O. Boxes are eligible) to qualify for this state-funded assessment fee waiver. The fee waiver will be automatically applied toward your assessment fee during the online registration process.

This test includes written assignments that may require use of an on-screen character selector for inserting special characters into written responses.

When taking this test in an online-proctored appointment, examinees will receive a 15-minute break after the multiple-choice section and before the open-response section. Note that after this break you will begin the open-response assignments and you will no longer have access to the multiple-choice questions.
